The voice note had been sitting on one grey tick for seven minutes when my partner texted from Istanbul Airport: “The driver cannot find the apartment. Send the entrance location.” WhatsApp was barely loading, Signal showed Connecting, and the VPN app on my laptop was stuck at Updating server list. The internet had not disappeared completely. A weather page opened. Search results appeared. My airline app refreshed.
The communication apps I needed did not.
That distinction mattered. During periods of political tension, internet restrictions in Turkey have often appeared as throttling rather than a clean shutdown. From the user’s side, throttling looks less dramatic than a blackout and is often more confusing. The Wi-Fi icon remains visible. Some websites work. Messages stall, videos refuse to begin and a VPN that worked yesterday suddenly cannot finish connecting.
The natural reaction is to open the server list.
That was exactly what I could not reach.
The short answer

So I changed tactics. Instead of fighting with the dashboard, I tried an old connection profile already saved on the laptop.
A saved tunnel worked on fibre and failed on mobile
The saved profile connected on Superonline fibre.
WhatsApp Web began loading old conversations, then stopped before showing the new messages. Signal remained offline.
I moved the laptop to Turkcell mobile data and tried the same profile.
It did not connect at all.

It did not stop at an email-and-password screen. Basic use did not require me to refresh an account or retrieve a conventional server dashboard first.
The first useful choice described the situation rather than the geography.
I selected the restricted-network preset.
The connection started.
Signal opened first. The conversation list appeared, followed by the messages that had been waiting.
Then WhatsApp updated.
My partner’s request arrived with three increasingly impatient follow-ups. I dropped the apartment entrance pin into the chat and pressed Send.
The message moved from one tick to two.
I sent a photo of the building entrance next.
The upload completed.
A minute later, my partner replied:
“Got it. We are moving.”

The connection followed me into the lift
I left the apartment to meet the car downstairs.
The phone remained on Wi-Fi until the lift doors closed. Halfway down, the signal disappeared and Turkcell mobile data took over.
The Signal call went silent for a moment.
Then my partner’s voice returned.
The VPN stayed connected. I did not have to reopen the app, repeat the restricted-network setup or explain the entrance again.
