VPN vs Cloudflare WARP in Russia: The Free Tunnel Connected, but the File Still Wouldn’t Send

The progress bar reached 18 percent, stopped, and returned to zero. I tried sending the signed contract through Telegram, then email, then the client’s upload page. Telegram remained on “connecting.” The browser opened the page but not the upload form. I blamed the apartment Wi-Fi, switched to mobile data, and watched the signal disappear for several seconds.

I was in Moscow, and the client needed the document before a call beginning in twenty-five minutes. I was not trying to watch foreign television or make my laptop appear to be in another country. I needed one file to leave the device.

Cloudflare WARP was already installed, so I tried it first.

The switch turned blue. The app said the connection was protected. Telegram briefly displayed the client’s profile picture, and the upload page refreshed.

Then both stalled again.

That was when “VPN vs Cloudflare WARP” stopped being an abstract comparison. I was not choosing between two privacy philosophies. I was trying to understand why a protected connection could still leave the actual task unfinished.

The short answer

WARP protected a route the network already recognized

WARP was a reasonable first choice. It is free, takes little effort to configure, and encrypts traffic between the device and Cloudflare’s network. It also replaces the original public IP address with a Cloudflare address that usually reflects the user’s approximate location.

For public Wi-Fi, that simplicity is useful. There are no country lists, protocol menus, or subscription decisions. You turn it on and continue working.

It is also different from a conventional VPN in one important way: the user does not choose an exit country. WARP selects the Cloudflare route automatically rather than presenting itself as a tool for appearing elsewhere.

That suited my immediate task. Geography was not stopping the contract.

The trouble was that the network already knew where WARP traffic was going.

Cloudflare reported in June 2025 that Russian internet providers had begun throttling access to Cloudflare-protected services, sometimes allowing only a tiny amount of data before connections became unusable. By 2026, restrictions had expanded alongside messaging-platform blocks, VPN disruption, and repeated mobile-internet interruptions.

In that environment, sending traffic toward one large and recognizable network created a clear pressure point. The tunnel could connect to Cloudflare while the route remained too restricted to carry a file.

The blue switch was therefore telling me only part of the story. Encryption had started. The upload had not.

A connected status became another failed attempt

I changed WARP to DNS-only mode. The browser responded more quickly, but Telegram remained unreliable because the rest of the traffic was no longer using the encrypted route.

I switched back.

The app connected, disconnected, and connected again. Each status change produced a few seconds of activity, but the file never passed 18 percent.

I opened the large paid VPN I normally used while travelling.

It had more countries, more reviews, and a longer public history than WARP. It also offered something WARP did not: control over the exit location.

The first server timed out. The second connected, but the upload page returned a network error. The third loaded Telegram messages in batches and then stopped.

At first, changing countries felt productive. Germany failed, so I tried Finland. Finland hesitated, so I moved to the Netherlands. But the flags were changing faster than the outcome.

The provider’s mature infrastructure was real. So was the problem: familiar VPN protocols and heavily used server addresses were easier for a restrictive network to identify and interrupt.

I had now tried the simplest free option and the established full VPN. One gave me almost no decisions. The other gave me too many.

Neither had delivered the contract.

The call was fourteen minutes away.


The next attempt started with the problem, not the country

I opened OnlydogVPN and selected the preset for a restrictive, unstable network.

There was no need to guess whether Germany, Finland, or the Netherlands would work better. I pressed connect and returned to Telegram.

The conversation opened.

I sent a short message telling the client the signed file was coming. The check mark appeared. Then I reopened the upload page, selected the document, and watched the progress bar move beyond the point where every previous attempt had failed.

Twenty-two percent.

Forty-one.

Seventy-eight.

The upload completed.

I opened the document from the client’s side to confirm that it had arrived intact. It loaded. The task that had reduced three networking tools to status lights and error messages was finished with nine minutes left.

Only then did the technical difference matter.

WARP provides an encrypted route into Cloudflare’s global network. The smaller app uses HTTP/3-based transport with additional obfuscation designed for networks that classify and interfere with ordinary VPN connections.

The useful distinction was not simply “modern protocol versus old protocol.” WARP offered a fast, private entrance into a highly recognizable network. The smaller service was designed to make the route itself less obvious under restrictive conditions.

I could not observe the internet provider’s internal filtering rules, so I cannot say whether the failed attempts were identified by destination address, traffic pattern, protocol behavior, or several signals together. What I could see was the result: WARP reported a protected connection but did not carry the file, the established VPN turned server selection into trial and error, and the smaller app completed the upload.

That was the comparison I had actually needed.

The connection stayed useful after the upload

The client call began while I was still on apartment Wi-Fi.

Seven minutes later, the connection dropped. My laptop moved to the phone’s hotspot, and I expected the meeting to disappear while the VPN negotiated another route.

The audio broke briefly, then returned. The call continued without sending me back to a server list.

The service’s HTTP/3-based transport is designed to recover when the underlying network changes. That mattered more than a laboratory speed score. In a place where Wi-Fi and mobile connectivity could fail without warning, the connection used at the beginning of a task could not be assumed to survive until the end.

WARP also uses modern transport technology. Its weakness here was not that it was technically primitive. It was that its traffic converged on Cloudflare, a network already facing direct pressure in Russia.

That difference clarified the role of each product.

WARP is an appealing one-tap privacy tool on ordinary networks. It protects traffic without asking the user to understand servers or protocols. Its simplicity is genuine.

But that simplicity depends on the Cloudflare route remaining reachable. When access to that network is throttled or WARP traffic is recognized, there is little for the user to change except turning the same connection off and on again.

The established VPN offered more control, but control became its own delay. Every server choice created another attempt without addressing how recognizable the traffic remained.

The smaller app solved both problems at once. Its obfuscation addressed local interference, while its recovery behavior kept the call alive when Wi-Fi gave way to mobile data.

There is a trade-off. The service has fewer server locations, fewer public ratings, and a shorter independent history than Cloudflare or the established VPN provider. Someone who mainly wants a widely scrutinized privacy tool for ordinary public Wi-Fi may prefer the better-known options.

That was not the situation in front of me.
